Fran is MFAN’s Director of Government Relations, helping shape and execute MFAN’s government relations strategy and leading our policy and advocacy efforts.
Having been in Washington, D.C. for more than 20 years, Fran has experience working in both the Legislative and Executive Branches of the federal government as well as experience in both the non-profit and for-profit sectors. In the private sector, he has served as a consultant, an executive team member at a 501(c)(4) non-profit focused on promoting and advancing principled veteran leadership in order to reduce political polarization, and as a manager at a strategic advisory firm specializing in national security, defense, and technological innovation.
In government service, Fran served as a career civil servant in the Department of Defense, including as a Special Assistant in the Office of the Deputy Secretary of Defense, a Budget Analyst in the Office of the Under Secretary of Defense (Comptroller), and a Policy Analyst in the Office of the Under Secretary of Defense for Policy. Fran also served as a Program Examiner in the National Security Division at the Office of Management and Budget, and as a Legislative Assistant in the office of a United States Senator. He started his career in Washington as a staff member at a national security focused think tank.
Fran’s dedication to MFAN’s mission is both professional and personal, as he previously served in the United States Marine Corps in both the active duty and reserve components. His service included multiple overseas deployments, including two deployments in support of Operation Iraqi Freedom. As there were many people who supported Fran and his family while he served, he is looking forward to providing that same type of support to the current and future generations of servicemembers and their families as they selflessly and honorably serve their country.
Fran holds a Bachelor of Arts in History (with a minor in Philosophy) from Providence College and a Juris Doctor from the University of Louisville’s Brandeis School of Law. He lives in the Washington, D.C. metro area with his wife, three children and their rescue dog.
